Abstract

This article reflects the results obtained from the zoning proposals in the urban development plans and programs of two Mexican cities, Aguascalientes and Monterrey. The research is longitudinal and applied, the study is comparative, evaluative and of spatial analysis. The research technique is cartographic and documentary with a non-probabilistic sampling by judgment or intentional. Among the findings, it is highlighted that the planning instrument has important aspects that limit its use and it is not currently the best means for planning. On the other hand, this study presents a certain awareness of the use and power of zoning in shaping a city. As a limitation, it is identified that the application of zoning has many facets and it would be desirable to continue analyzing this tool both in its execution and in the results in national and foreign cities. The work can be the starting point for carrying out evaluations on the results of urban development programs, which is difficult to do. By means of this, new planning tools can be proposed to correct the negative aspects of urban plans and to be able to direct planning in new directions.

Rodrigo Franco Muñoz, Universidad Autónoma de Aguascalientes

Rodrigo Franco Muñoz, ORCID [https://orcid.org/0000-0002-8294-7948], is an academic and researcher at the Universidad Autónoma de Aguascalientes, in Mexico. He holds a Bachelor's Degree in Urban Planning and a Master's Degree in Urban Design from the same institution and completed his PhD in City, Territory and Heritage at the University of Valladolid, Spain, with “Cum laude” distinction.

His professional experience is outstanding, having held roles as Department Head and Director of Urban Development in the Municipality of Aguascalientes, as well as Department Head at the National Institute of Statistics and Geography (INEGI). At his alma mater, he is an active professor and researcher, having served as University Counselor in several rectorial periods, Department Head of Theory and Methods, Secretary of the Center for Design and Construction Sciences, and member of the University's Construction Committee. In addition, he was technical secretary of the Academic Council of the Doctorate in Sciences of Anthropic Environments.

ince 2023, he is coordinator of the Master in Urban Planning and, currently, PROMEP professor and candidate to National Researcher of the National Council of Science and Technology (Conahcyt, now Secihti). His research area covers topics related to urbanism, urban planning, territorial development and public policies in the urban environment.
His extensive academic work includes about 30 publications in book and journal chapters, 7 co-authored books and the development of 14 research projects focused on urban studies. The most recent works of his authorship and/or co-authorship are:
- Book: “Urban models and territorial transformation process in the city of Aguascalientes” (UAA, 2018).
- Book: “Design criteria for housing developments friendly to the elderly” (UAA, 2022).
- Book: “Participación Ciudadana en la Fundamentación del Programa de Diseño Urbano de Espacios Públicos” (UAA, 2022).

Rodrigo Gerardo Franco Frausto, Universidad Autónoma de Aguascalientes

He earned a Bachelor's degree in Architecture in 2020 from the Autonomous University of Aguascalientes with honors. He completed an academic exchange program in 2018 with the University of Valladolid, Spain. He also holds a Diploma in Real Estate Planning and Business Evaluation from the Monterrey Institute of Technology. He designed and built 10 homes.
